Evaluation in today’s
Australian public sector has emerged as a vital element for
demonstrating and managing performance and to support decision making at all levels in
organisations and programs. Recent developments such as the
public sector’s focus on evidence-based policy; sound program management and
implementation; and need for improved data collection, analysis and
reporting on performance; requires public sector managers to understand and
use evaluation as one of the key tools in meeting these imperatives.
The IPAA Evaluation
Training Program aims to assist public sector managers to manage and conduct
evaluations and develop an evaluation capability consistent with the goal of
encouraging a culture of evaluation in the APS as identified in the recent
Review of the APS (the Blueprint). The Evaluation Training Program
comprises two elements:

and Conducting Evaluations
Developing an Evaluation Capability
Learning Outcomes
The Evaluation Training Program has been designed to provide
participants with:
an
understanding of evaluation concepts and accountability requirements within
the public sector context
an
understanding of how evaluation can be used to support program/project
management and design
knowledge
and practical tools and tips on how to initiate, plan, manage, conduct and
report an evaluation project (including outsourced evaluations)
an
awareness of data collection and analysis techniques within the evaluation
context, including strategies for selecting the right data collection method
an
awareness of program
logic
an
understanding of how to advise on or develop a strategy for developing and
implementing an evaluation
capability and culture
Courage Partners - specialist program and project
evaluation and review consultants - will deliver the individual
training modules on behalf of IPAA.
